【摘要】为世界旅游热点地区之一。作为亚太地区最重要的旅游目的地之一,中国的旅游业在改革开放后得到了快速发展,旅游业的国际竞争力得到了大幅度提高。中国已经实现了从亚洲旅游大国到世界旅游大国的转变,开始迈入建设世界旅游强国的进程,中国旅游业发展前景十分广阔。随着中国经济的进一步发展,中国人均收入将达到中等发达国家的水平,旅游消费需求将大幅提升,这是旅游业持续兴旺发展的动力,中国旅游业将继续保持高速增长。风景名胜区要满足旅游者的需要,在各风景名胜区间的竞争中取得竞争优势,必须从规划、开发、管理等各方面全面提升竞争力。桂林市拥有良好的基础条件和巨大的发展潜力,在我国区域发展格局中具有重要地位。桂林是著名国际旅游城市和中国历史文化名城,首批中国优秀旅游城市,世界旅游组织首推的中国四大旅游目的地城市之一。“桂林山水甲天下”,以山青、水秀、洞奇、石美“四绝”美誉世界,是中国自然风光的典型代表和经典品牌。旅游业是桂林最具优势、最具发展潜力的产业。2009年国家从战略层面对我国旅游业综合改革进行部署,提出构建“一省一岛一市”的格局,桂林市成为国家旅游综合改革试验区,是目前全国唯一一个建设国家旅游综合改革试验区的地级城市。在综合改革、旅游带动经济社会发展方面可以充分发挥整体优势,为全国提供示范。桂林旅游业经过30多年的发展,已经发展形成最具城市优势、最具品牌效应、最具社会竞争力和最具发展潜力的产业。然而,桂林旅游业发展也面临巨大的挑战。研究桂林市旅游产业发展,既是加快推进桂林国家旅游综合改革试验区建设的需要,广西旅游业协调发展的需要,也是中国旅游产业改革与发展的需要。探寻桂林旅游业创新发展模式不仅具有局部区域性意义,更具全局战略性意义。以桂林旅游产业创新发展为研究对象,为促进转变发展方式、旅游产业转型升级、形成旅游产业发展新方式提供理论支撑体系和制度框架,为实现全国旅游业发展提供可供借鉴的模式。全文除绪论和结论外,共分为八章。即：桂林旅游产业发展现状评价,桂林旅游产业创新发展的指导思想、原则、目标和功能定位,桂林旅游产业发展体制、机制创新,桂林旅游产业拓展创新发展,桂林旅游生态环保与补偿机制创新,桂林旅游产业功能创新,桂林旅游产业大跨度区域联动发展创新,桂林旅游产业发展保睁体系。论文系统研究了桂林旅游产业的创新发展。以桂林旅游产业创新为研究对象,从体系上分为三个层面探讨：即从桂林旅游微观个体层面(如旅游景区、旅游企业等)到中观的旅游产业链层面(如会展业等)到宏观旅游协作圈层面,提出桂林旅游产业创新发展的目标与实现机制。论文在评述国内外研究现状、论述旅游产业创新发展的理论基础和中国旅游产业发展状况及趋势的基础上,对桂林旅游产业发展现状进行了评价,总结了桂林旅游业发展成效和经验。论文深入地探究了桂林旅游产业发展存在的主要问题及原因。其主要问题是资源利用率不高,旅游升级难度大；旅游价格普遍偏低,无法实现旅游收入快速增长；第三产业发展相对滞后,旅游对经济带动作用难以发挥；旅游业对国民经济发展贡献率无法得到明显提高；旅游业对全市财政收入增长贡献有限；旅游业一体化发展缓慢和旅游产品单一等。桂林旅游产业发展存在问题的主要原因是旅游管理体制尚未理顺；旅游运行机制相对缺失；旅游经营管理水平有待提高；旅游硬件建设差距比较大。论文在研究桂林旅游产业创新发展目标及定位的指导思想、原则和功能定位的基础上,具体研究了桂林旅游产业发展运行机制创新、桂林旅游产业链拉动创新发展和桂林旅游产业功能创新。关于桂林旅游产业发展运行机制创新。论文从跨县(区)旅游资源的管理机构、政府主导下大旅游管理机制、城市公园改革与城市公园管理体制三个方面研究了旅游景区管理体制创新；从旅游行业协会、旅游企业集团、景区联合体经营体制创新三个方面研究了旅游企业经营机制创新；从桂林旅游整体形象再造、旅游营销手段和方式再创新两个方面研究了旅游营销创新；从政府对旅游融资的强力导向、积极引进外资、支持民间资本进入、大型旅游基础设施项目融资模式创新等方面研究了旅游投融资体制创新。关于桂林旅游产业链拉动创新发展。论文研究了桂林市大力发展会展旅游、康复保健度假养老旅游、做强做大旅游房地产产业链、积极发展精品体育休闲旅游产业链的条件和机遇,提出了相应的对策。论文着力研究了桂林旅游生态环保与补偿机制创新。认为要探索建设绿色旅游产业体系,转变旅游经济发展方式,实施节约型旅游开发模式,建立绿色管理服务体系,加强旅游资源开发与保护,大力发展生态旅游；要探索旅游生态环境保护长效机制,建设以高效安全为重点的现代生态农业体系,建设以高新技术产业为先导的生态工业体系,建设以商贸物流为支柱的生态服务业体系。并从加强保护漓江生态景观环境、加强上游水源林保护和建设、全力保护漓江水质、强化文化传承保护、加快建立大景区管理体制、落实生态补偿,做好扶贫脱困工作、加强沿岸农民技术培训和建立漓江风景名胜区生态保护补偿机制等方面研究了建立科学保护漓江的长效机制。论文跳出旅游城市之间只有竞争关系的思维,创新提出东盟/北部湾区、泛珠三角区域、“中国旅游金三角”区域、湘桂走廊区域、客家文化圈区域与桂林旅游产业建立战略旅游同盟协作框架的原则和运行机制。论文研究了桂林旅游产业发展保障体系的建设。提出了桂林旅游产业发展政策体系保障,争取赋予桂林计划单列市的经济管理权限,争取赋予桂林类似经济特区的地方立法权,争取赋予桂林特殊的财税优惠政策,争取赋予桂林特殊的规划和用地政策,争取赋予桂林特殊的对外开放政策,争取赋予桂林特殊的投融资政策,争取赋予桂林特殊的旅游资源保护与利用政策；认为应该提高旅游产业信息化水平,加大人才培育的改革创新力度,实现旅游产业发展领导机制创新,旅游产业发展硬环境建设和软环境建设机制创新。...

【外文摘要】Tourism is known as "sunrise industry." Because of high degree of industrial linkage, integrated strong impetus and less pollution, it has become one of the rapidest growing industries in the world. Tourism development plays an important role in improving people’s living standards, increasing foreign exchange earnings, promoting employment and optimizing industrial structure. The development of tourism has not only huge economic benefits, but also social and cultural benefits.While the tourism industry is developing rapidly in the whole world, the Asia-Pacific region is becoming one of the world’s tourist hot spots. As one of the Asia-Pacific region’s most important tourist destinations, China’s tourism industry has been developing rapidly since the reform and opening up and its international competiveness has been greatly enhanced. China has already made a great transition from Asian travelling nation to the world’s travelling nation, and began the process of building a world leading tourism country. China’s tourism has a bright development prospect. With China’s further economic development, Chinese per capita income will reach the level of moderately developed countries, and the consumers’tourism demand will increased substantially. It is the driving force to push tourism industry’s continuing development, and China’s tourism industry will maintain high growth. In order to fulfill tourists’demand and gain competitive advantage, scenic spot should improve its competitiveness in every aspect such as plan, development and management.Guilin has a good foundation and great development potential, possessing an important position in our country’s regional development. Guilin is a famous international tourism city, China’s famous historical and cultural city, China Excellent Tourism City and one of China’s four famous tourist destination cities chosen by the World Tourism Organization. "East of west, Guilin’s scenery is best." Guilin is famous for its green hills, crystal water, odd caves and beautiful rocks. It is a typical representation and classic brands of China’s natural scenery. Tourism is the most competitive industry of Guilin, and has great development potential. Our country deploys the comprehensive reform of China’s tourism industry strategically in 2009, and puts forward a "an island, a city and a province" structure. Guilin becomes a national tourism pilot region for comprehensive reforms, and the only one city at present. It can give full play to overall advantages in many aspects such as comprehensive reform and promoting economic and social development, and provide model for our country. Through 30 years development, Guilin has already formed the most competitive industry. However, Guilin’s tourism is also facing enormous challenges in its progress.Researching on the tourism development of Guilin is not only the need of pushing forward the development of national tourism pilot region for comprehensive reforms and coordinate development of Guilin’s tourism, but also the need of China’s reform and development. Exploring Guilin’s tourism innovative development model has regional significance as well as global strategic significance. This dissertation analyzes Guilin tourism’s innovative development, provides theoretical support system and institution framework for transforming pattern of tourism development, upgrading tourism industry and forming new method to develop tourism. It also provides model for the whole countries’ tourism.This dissertation consists of, in addition to Introduction and Conclusion, eight chapters. That is, Assessment of Guilin tourism industry, Tourism industry innovation and development the guiding ideology, principles and functions, innovation of mechanism of development of Guilin tourism, Guilin tourism industry chain driven innovation and development capabilities of serving the people of Guilin tourism industry innovations span Tourism Industry Joint development of innovative regional development of tourism in Guilin security system.The dissertation systematically studies the innovative development of Guilin’s tourism. Take Guilin’s tourism industrial innovation as the object of study, it discusses Guilin’s tourism industrial innovation from three levels systematically:Guilin’s tourism, the micro individual level such as tourist attraction, tourism enterprises, etc; Tourism industry chain, the mesosphere level, such as convention and exhibition industry, etc; Tourism cooperation circle, the macro-level.Based on commenting research status at home and abroad, discussing tourism industrial innovation development’s theoretical foundation and China’s tourism development situation and tendency, the dissertation evaluates Guilin’s tourism developing status quo, and summarizes Guilin tourism industry’s developing result and experience.The dissertation deeply researches Guilin’s tourism industry’s main problems and their causes. The main problems are as follows:Resource utilization is not high, and tourism is difficult to upgrade; tourism price is low at large, and tourism is hard to grow rapidly; the tertiary industry’s development lag behind other industries, and tourism is difficult to play a leading role in promoting economy; tourism’s contribution for national economy cannot be improved significantly; tourism’s contribution for the city’s revenue growth is limited; tourism integration develops slowly and tourism product is of singularity, etc. The reasons that caused those problems are tourism management system is imperfect, lacking of tourism operational mechanisms, low tourism management ability, and poor tourism constructions.On the base of analyzing the guiding ideology, principle and functional orientation of Guilin’s tourism industrial innovative development goal, the dissertation specifically analyze Guilin’s tourism industry’s innovation of developing and operating mechanism, industry chain and function.With respect to the innovation of Guilin’s tourism industry’s developing and operating mechanism, the dissertation researches the innovation of tourist attraction’s management system from three aspects, the tourism resource’s administrative organization, government-led tourism management mechanism, and urban parks’reform and management system. The dissertation researches the innovation of tourist firms’operational mechanism from three aspects, Travel Industry Association, tourism enterprise groups and combo management innovation. The dissertation researches the innovation of tourism market from two aspects, reconstructing Guilin’s tourist image, and re-innovation tourist market methods. Moreover, the dissertation researches the innovation of tourist investment and financing system from the aspects of governmental supporting and tourist infrastructure.With respect to Guilin’s tourism industry chain in driving innovation development, the dissertation researches Guilin’s condition and opportunity of developing MICE and rehabilitation of old-age health resort tourism, strengthen tourist real estate industry chain, and actively developing sports and leisure tourism industry chain. It also puts forward relevant countermeasures. The dissertation focuses on analyzing the innovation of Guilin’s tourist ecological environment and compensation mechanism. It considers that the tourism industry should explore building green tourism industry system, transform tourist economic developing method, implement conservation based tourism development model, establish green management and service system, strengthen the development and protection of tourism resources, and develop eco-tourism. Moreover, the tourist industry should explore the long-term ecological and environmental protection mechanism, construct efficient modern ecological agricultural system, construct eco-industrial system with high-tech industries as the leader, and construct ecological service system. It also analyzes how to establish a scientific long-term mechanism to protect Lijiang.The dissertation abandons the traditional thinking that tourist cities only have competitive relationships, and innovatively proposed the Tourism Alliance Collaborative framework’s principles and operation mechanism between Guilin tourism industry and ASEAN/North Bay, the Pan-Pearl River Delta, "China Tourism Golden Triangle" area, Hunan, Guangxi corridor area, Hakka cultural circle of regional and strategic tourism industry.The dissertation studies the construction of Guilin tourism industry’s security system. It puts forward policy system security of Guilin’s tourism industry’s development by giving Guilin economic management authority, local legislative similar to special economic zones, special fiscal and taxation preferential policy, special planning and land policy, special opening-door policy, special investment and financing policy, and special tourism resources’protection and utilization policy. It considers that the leadership should enhance tourism industry’s information level, strengthen human resource development’s reform, and realize the innovation of tourism industry’s leadership mechanism and the hard and soft environment’s construction....
