【摘要】間就需三小時，資源分布的公平、效益，直接影響地方整體文化的發展。所以，以高雄縣整個空間面來規劃文化生活圈的發展有其必要性。本研究依據高雄縣地理特質、歷史沿革及文化資源背景等因素，將高雄縣文化生活圈劃設為三個一般文化生活圈－鳳山文化生活圈、岡山文化生活圈、旗山文化生活圈；二個特別性文化生活圈－客家文化生活圈、原住民文化生活圈，並就各生活圈日常文化生活資源的充實及圈域中原有文化資源的永續經營進行調查研究，俾提出高雄縣文化生活圈發展策略。經彙整TOWS分析矩陣策略及德菲法專家意見調查結果，提出高雄縣文化生活圈發展策略如下：1.高雄縣各文化生活圈在硬體設施充實方面，以強化與開發既有設施為主要策略，毋須再設硬體。2.鳳山文化生活圈增加戶外休閒空間，並引導藝文團體或傳統技藝在公共空間表演、展示。3.岡山文化生活圈結合戲劇、寺廟（王船、陣頭）、與漁業文化發展觀光、文化展演活動。4.旗山文化生活圈運用旗尾溪秀麗山水，重整鐵道、拱廊街，帶動地方發展。5.各文化生活圈宜發展文化產業為：鳳山文化生活圈－古蹟文化產業、傳統戲劇文化產業；岡山文化生活圈－傳統戲劇文化產業、信仰節俗文化產業；旗山文化生活圈－古蹟文化產業、信仰節俗文化產業；客家文化生活圈－古蹟文化產業、傳統族群文化產業；原住民文化生活圈－傳統族群文化產業。6.將藝文活動計劃融入縣民的文化生活中。7.創造活動、觀眾與參與者的互動基礎。8.結合高雄縣和其他縣市資源共同提供民眾藝文資源。9.輔導演藝團隊提昇藝術創作及行政企劃能力。10.提昇高雄縣整體文化財力。11.幫助維持和培育地方藝術人才。...

【外文摘要】That study is based on three main factors, including Kaohsiung County s geographic features, its historical evolution, and the background of its cultural resources. In this study, the cultural life of Kaohsiung County is divided into three major circles the Fengshan Circle, the Gangshan Circle, and the Chishan Circle, which contains two other special circles the Hakka Circle and the Aboriginal Circle. A survey was conducted to thoroughly understand the abundance of daily cultural life resources and the future continuous development of the existing cultural resources within the circles.
