【摘要】結果與影響。本研究係以探討南投縣國姓鄉「搶成功系列活動」的由來、網絡治理的運作模式、策畫執行推動小組成員間的互動狀況、及網絡治理與社會資本運用之分析為旨趣所在。重要研究發現如下：一、節慶活動需要以當地之特有文化歷史為背景設計主軸、並輔以當地獨有之地方特色、自然景觀或農特產品為行銷利器，才能達到持續的能量及永續發展的目標。 二、政府部門、營利組織與非營利組織之間需建立友善的網絡夥伴關係。其中需要倚重非營利組織採中立角色居中溝通、協調，才容易達到資源整合的成效。三、鄉內非營利組織單位成員若較多或彼此重複的比例較高，互動的機會增多，則默 契會較佳，對活動的配合度也較好，累積社會資本的能力相對提高。...

【外文摘要】“ The Activities of Qiang Cheng Gong ” has taken places yearly in the Guosing Township of Nantou County since the 20031 Earthquake, and become an important annual festival to its local residents. The content of said activities includes preservation of the Hakka cultural heritage and development of local feature industry. This research aims to merge the concept of Network Governance with that of Social Resource by means of observations and in-depth conversations in hope to probe into the results, impacts, and patterns of interaction and cooperation between government organizations, commercial establishments and non-profit organizations (NGO) during the course of said activities. The research focuses on the origin of “The Activities of Qiang Cheng Gong”, operating patterns of network governance, interactions between project team members, and analysis of network governance and application of social resources. Important discoveries are as follow: 1) Festive activities of such nature should give priority to features of specific cultural and historical importance of the area, and make good use of local characteristics, unique sceneries and agricultural products as marketing strategy to acquire all resources needed and achieve sustainability. 2) A friendly network partnership is in need between government organizations, commercial establishments and NGOs, while the NGOs should be of neutral position engaging in the communication and coordination between the other organizations for effective resource integration. 3) When there are more NGO members or members that belong to organizations of different nature within the township, opportunities for interaction will increase, as well as the possibility to reach certain consensus. Better cooperation can be expected and the chance to accumulate social resources for said activities will be relatively high....
