公共新闻学在地实践的局限与改进探讨-：以台湾「公益报」为例

【摘要】06年7月共同組成了「公廣集團」；並於2007年元旦加入原住民族電視台(原視)，客家電視台(客家台)以及宏觀電視台(宏觀)為其成員。但「公廣集團」的成立，並不意味社會大眾對於媒體應有的社會公共價值體認，已落地扎根；或對攸關「公共利益」之公共新聞媒體素養有進一步之認識；事實上，在「科技數位匯流」與「媒體全球化」的年代，無論是民營媒體業者或公共媒體組織，都面臨閱聽人遭逢稀釋、或逐步邁向小眾閱聽人，與「大眾傳播」、與「人際傳播」的界線、逐漸模糊的現況與窘境。公廣集團成立的「peopo公民新聞平台」所報導之新聞即被批評為公共性不足，即便是「社區事務」的報導，也未能將其扣連於「社會關係與社會結構」的討論。面對龐大且層層僵化的官僚體制與文化政策，台灣獨立媒體「公益報」的「公共新聞報導與在地實踐」的「媒體識讀—傳播人力培根計畫」培訓工程，看似漫長而遙不可及；然而，讓自己成為開始做的第一個人---學習自主、自發、共同參與力量的獨立媒體與獨立媒體人，陸續從自己開始的自我實踐過程中，試圖創造出社會中一股具感染力的「新媒體價值觀」。一個獨立媒體人、或獨立媒體，在自願、自發的「參與式行動研究」中(1.)是否可能以「傳統報紙」、「網路社群」與「廣電媒介」三管齊下的方式，發展出「公共新聞在地實踐」的可行性；(2.)並以紮根理論針對「特定小眾閱聽人」進行持續的追蹤與觀察；(3.)同時可驗証「沉默螺旋」傳播理論、與人際(說服)傳播，在「科技數位匯流」與「媒體全球化」的年代，「意見領袖」是否依然能夠發揮其影響力？少數閱聽眾依然採取「保持靜默」的態度嗎？！...
