【摘要】運成本,發揮集團綜效」的期待下,僅管華視公共化可依據的法源尚未通過,公、華視新聞部整併工程,仍在同年的8月6日正式上路。公廣新聞平台整併至今已屆一年,一方是受「公視法」保障、成立八年的公視新聞部;另一方是開台已經三十五年、仍需遵循「廣電法」的華視新聞部,兩個不同組織文化、不同新聞採編操作、不同硬體設備,探究整併成效即為本研究之動機。事實上,公、華視新聞部整併過程並不順利,目前雙方處於合署辦公,分流調度之情況。研究目的則是期盼這項研究能夠替整併中的新聞平台有開創性的建議,並期望經由集團董事、高層主管及員工共同的討論,達到節約營運成本、簡化組織內部行政程序、提升新聞收視與競爭性、發揮集團影響力等綜效目標。本研究從「文獻研究」與「調查研究」等兩方面進行。「文獻研究」部分:主要研究台灣「公廣集團」及美、英、日等國之公視發展現況、「企業整合與績效」、「組織文化」等各家學說;「調查研究」部分:分為「問卷調查」和「深度訪談」;問卷調查對象為公視與華視第一線列為先行整併的新聞部同仁,共138人(公視55人,華視83人)對整併過成之意見態度;另針對基層員工與管理階層、高層主管、集團董事等,選取具有代表性的意見領袖進行深度訪談,希望藉由多方研究資料結合分析,對集團新聞平台整併能有所益助。研究發現:在問卷調查中,所有受訪者百分百認為新聞平台整併不順利;且員工工作滿意度傾向不滿意,其中以「對現有工作上硬體設備」最不滿意;並認為「組織文化及新聞價值觀點不同」是影響新聞平台整併最大因素,整併後組織上對下及平行溝通管道不順暢。但在高層訪談中發現,「法源制定的不完整性」是影響新聞平台整併最大因素,之所以基層員工與高層長官認知有落差,在於位階及接觸到集團內重大訊息之時間點不同所致。新聞平台未來展望,研究發現目前基層員工仍無法認同新聞平台存在的價值,且支持兩頻道應各自維持原先的新聞特色,高層主管認為下一波整併時機有三,一為公視法重新修正、二為華視民股被政府買回並回贈給公廣集團、三為立法院通過「公共廣電及數位電視發展兩年計畫」二十二億元預算案。而整併的模式,應開放給董事會、管理團隊、所有的員工等,公開討論。研究建議:向員工施行教育訓練,凝結對新聞平台的共識;並建立公平、合理的工作規範與勞動條件;公廣集團上至董監事會之決策過程,下至執行政策之管理階層,訊息應更透明化,減少誤解。舉凡上述空間、人力配置、硬體設備、管理哲學、人員調度等問題,均應秉持理性的態度來面對,並儘速解決。本研究的學術價值在於:目前公華視整併工程仍在持續進行中,此論文題目是國內傳播界第一宗無線電視台民營轉公營的案例。對於未來「公廣集團」整體合併之後(包含所有集團內之成員),可以繼續針對整體集團運行效果,是否如預期綜效來做一檢視。而所得之初探性資料,可供有興趣的研究者進一步參考。...

【外文摘要】Can Taiwan Broadcasting System TBS set a media example in Taiwan in creating a broadcasting group that reflects democracy, diversity, of competitiveness, influential, with economic scale and can be made use of by the people The success of News Department, a merging between Public Television Service Foundation PTS and Chinese Television System CTS shall bear the indicator.On January 3, 2006, the Legislative Yuan passed the "Terrestrial Television Communal Share Processing Act" to ensure the communalize of CTS and to include Hakka Television Service, Taiwan Indigenous Television Service, and Taiwan Microview TV et al five media to TBS. Under the expectation of "saving operational cost and expanding the group integrated effect", although the legality of communalizing CTS has not yet passed, the merging of PTS and CTS news departments embarked on August 6, 2006.It has been one year since TBS News Department was established from the merging. Within the News Department, one was the PTS news department which was established for eight years and protected under the "Public Television Act"; the other one was the CTS news department that operated over 35 years and still abode by the "Radio and Television Act". The two have different organizational cultures, different operations in news interview and editing, and different sets of hardware. To explore the effect of the merging under such circumstances was the motive of this study.As a matter of fact, the merging process of PTS and CTS was not smooth. The two news teams are now working in the same office with dispatch under different original managements. The purpose of this study is to provide initiative suggestions for the merging News Department. The study also expects to achieve the effects of saving operational cost, simplifying the organizational administrative procedure, elevating the news viewership and competitiveness, and elaborating the group influence through the common discussion among board of directors, upper level management and employees.The study was conducted on document and field research. From documents, the study focused on studying TBS in Taiwan and the public television development status in the United States, United Kingdom and Japan; as well as the different theories on "industry integration and effect" and "organizational culture". On field research, the study was conducted through questionnaires and deep level interviews. The questionnaires targeted on the 138 news department staff in both PTS 55 and CTS 83 that went through the phase one merging for their opinion and attitude towards the merging and the process. The deep level interview was conducted on basic employees, management, upper management, and directors of the board, on those who most represented the level. The study hope to combine multiple research data analysis to provide positive effect on the merging of the News Department.From the questionnaire result, the study found that 100 of the interviewees considered that the merging of the News Department did not go well, also the degree of job satisfaction leaned to "not satisfied" especially on "the current hardware" category. The interviewees also considered that the "different views on news value and organizational culture" was the major factor that affected the merging of the News Department, that the communication channel either vertical or horizontal was not smooth. However, when interviewing the upper level management, the "incomplete legal source for merging" was considered the key factor that affected the merging of the News Department. The different recognition between basic employees and the upper management was due to the job level difference and the different timing in learning about the important information within the group.As for the future prospect of the News Department, the study found that the current basic level employees still could not identify themselves with the existing value of the News Department, and they still supported to have both channels to maintain the respective original characteristics. The high level management thinks that there are three timings for the next phase merging, one is when the Public Television Act is amended, the second one is when the CTS civilian shares are purchased back by the government and render to TBS, and the third is when the Legislative Yuan pass the NTD2.2billion budget on the "Bi-Annual (Two Year) Public Broadcasting and Digital Television Development Plan". However, the method of merging should be opened to the board of directors, management teams and all employees for discussion.The study suggests the following: to provide professional training for the staff to concentrate the common consensus to the News Department; to establish fair and reasonable work regulation and conditions; to make the decision making process transparent from board of directors to executional management level to avoid any misunderstanding. Whether space, human resource deployment, hardware, management philosophy, employee allocation et al issues, the management team should handle with rational attitude in a expeditious manner.The academic value of this study lies in the fact that the merging of PTS and CTS is still in progress, and the topic of this thesis focuses on the first case of terrestrial television transforming into public run business in the domestic broadcasting industry. Also to examine whether the merging of the future TBS, including employee within the group, performs as anticipated under the group operation effect. The probing information will provide the interested parties for further references....
