【摘要】若能找出客家鄉鎮發展文化觀光的關鍵因素，對未來客家鄉鎮發展應有很大助益。 因此，本研究藉由國內外文獻探討，佐以田野調查結果，找出客家鄉鎮發展文化觀光的關鍵因素，再運用層級分析法，得到產官學專家給予的各關鍵因素權重值。 本研究整理出，客家鄉鎮發展文化觀光最重要的關鍵因素七個。分析結果顯示，客家鄉鎮發展文化觀光時，應以加強文化條件為首要工作，包括形塑鮮明文化意象與增加鄉內文化觀光資源對遊客的吸引力。其次，透過客家文化節慶帶動文化觀光，利用文化館作為遊客中心，提供安全完善的觀光服務，建立發展規約保護資源與環境，讓利益由政府社團居民共享，以達到文化觀光的實質意義。...

【外文摘要】The numerous Hakka populations are distributed all over the world. There is at least a person in each four ones in Taiwan. In these years, the consciousness of Hakka self-identity has been raising. Cultural tourism has been promoted in most Hakka towns where contain plentiful of cultural travel resources. Government and local administrators drive actively these cultural tourisms to be the best travel model by applying diverse cultural festival activities, renovation of old buildings and streets, constructions of Hakka museum, and generation of innovate Hakka products. Founding out and executing those primary factors from developing Hakka cultural tourism can provide great benefit to the Hakka towns in future. Thus, the first step is to find these key factors during developing Hakka cultural tourisms by means of paper surveying and field study. Then, we apply expert’s questionnaires and Analytic Hierarchy Process (A.H.P.) to obtain the necessary key factors in this study. In the results, seven key factors are considered within the development of cultural tourism in Hakka towns. The primary mission is enhancing the cultural attribution during developing Hakka cultural tourism. Modeling the fresh images of Hakka culture and enriching the attributions with regional resources are instantly important jobs. To promote the flourish tourism for economic reason , exhibiting Hakka cultural festivals and applying local Hakka cultural museums as tourist centers are suitable and useful means. Besides, the management committees should establish the regulations on environment protection and resources reservation to provide safe and comfortable touring service.
