【摘要】精髓，确定了赣州地税实施文化管理的理念。赣州地税系统通过一年多的文化管理，成效显著。然而，赣州地税的组织文化建设仍处于起步阶段，存在诸多问题。组织文化的建设不可能一蹴而就，它是一项长期的工程，需要在实践中不断摸索和总结。本文在结构上分为六章。文章运用组织文化管理理论，采取实证分析和系统分析的方法，以赣州地税系统的组织文化建设为研究对象，通过对赣州地税组织文化建设这一实例的剖析，查找组织文化建设中存在的不足并分析原因，研究提出了赣州地税系统实施文化管理的思路、方法和完善的途径。为了加强和改进赣州地税系统文化管理，文章最后提出了健全文化建设机构，营造地税文化氛围，设计赣州地税文化规划，建立高效的税收征管和纳税服务体系，提高干部队伍素质，增强行政执行力，加大地税文化建设的考核工作力度等对策建议。本人希望......
