【摘要】出明显的政治色彩，有关部门也没有以旅游业的发展来当作经济发展的指标。第二阶段是以赣南旅游业真正开始发展的1989年为序，在该阶段里，赣南被列入了全国经济体制改革的试验区，带来了经济上的巨变，从而促使了旅游业的发展，红色旅游、客家旅游、生态观光旅游等专题旅游开始形成，特别是在1998旅游业成为国民经济的支柱以来，更是有了长足的进步。而同时，旅游业在国民经济中的作用更为明显。第三阶段是进入2000年以来，赣州做出了新的城市定位，采取了“走出去，引进来"等招商政策，经济飞速发展，与此同时，通过准确的城市定位，“旅游旺市”的策略，创建优秀旅游城市，加之旅游发展政策上的优惠，经济上的投入，旅游业也相应地得到发展，在接待人次，提升旅游形象，旅游基础设施的完善方面都得到了质的改变。从本文的论述中，我们可以看出，区域经济发展对旅游业的发展既是推动，又是制约因素，在某种意义上来讲，两者是一种互为因果的关系。最后，本文根据赣南旅游业发展的现状，提出了“超旅游”、“泛旅游”的概念。...

【外文摘要】The main of the paper has been analyzed the relation between economydevelopment and tourism industry of Gannan since reforming and opening.It thinks that Gannan tourism industry development haven experienced threestages: since the reform and openness till 1989 that Ganzhou City TourismAdministration is founded for the first stages. In this stage, Gannan’s economicsystem gives first place to the agriculture mainly, the economy of industry does notdevelop, and therefore the tourism industry didn’t appear on actual significance atthat time. The benefit tour had not being fussy about economy as one political task,embodied out the obvious politics color; the department didn’t concern the incomingto be regarded as economic growth with development of tourism industry. Secondstages was the time that tourism industry began to develop really with Gannan in1989, Gannan has been listed in the whole nation economic structural reformexperiment area, it had brought about great change of economy, also got greatdevelopment of tourism industry, red tour, the Hakkas tour, organism’s sightseeinghad been for special subjects to tour, Especially in 1998, tourism industry have mademarked progress more since becoming a pillar of the national economy. But, at thesame time, tourism industry is more obvious in effect in national economy. GanzhouCity has carried out the new policy on city orientation since entering Y2K, that is thethird stages began, "to step out, introducing in" was adopted in business policy,economy develop at full speed. Meanwhile, through establishing the excellent tourcity, tour of preferential policies, upper throwing into of economy, tourism industrygets changing developing, having got quality in tourist receiving, distinct tour image,infrastructural facilities improving also correspondingly developed.Discussion from the paper, we can draw a conclusion, area economic growth is afactor both driving and restricting the development of tourism industry, in somecertain, is the interacting relation both cause and effect.Finally, the author brought forward the concept "surpassing tourism", "out oftourism" according to the current situation that Gannan tourism industry develops....
